So, you need a menu on the web site? Here is a tool, small, flexible and powerful (and free). It works with any Java-compatible browsers (Netscape Navigator 2.0, Microsoft Explorer 3.0 and above) and requires ONE IMAGE file only.

In case of JavaScript you have to check browser version, create (and visitor have to download it) couple of images per menu item. I don't think it's easier way.
